The Former President's Progressive Warning Overlooks The Continent's True Threat: Technological Stagnation.

The recent US security policy document presents a flawed view of the European Union. It claims that open-border policies and what it terms "progressive" agendas pose an existential threat to European civilization. However, this argument is based on a serious misinterpretation of the situation. The true danger confronting the EU is not societal but technological and economic lag.

The Stark Growth Gap Separating Europe and the US

The data paint a sobering contrast. From 2008 and 2023, American economic output grew by 87%, compared to a mere 13.5% increase for the European Union. Over this period, EU GDP per capita fell from over three-quarters to just half of the American figure. Strikingly, even Mississippi now has a greater average income than major EU nations like Italy and France.

Today, roughly half of the world’s top fifty tech companies are American, while only four are European.

The Technological Deficit: A Critical Problem

The growing disparity stems from stronger efficiency gains in the United States, fueled by technological innovation and higher total factor productivity. The landscape of world technology dominance is decidedly US-centric. In the last fifty years, 241 US firms have scaled into enterprises valued at more than $10bn, versus just 14 in Europe.

This gap prompts a pressing issue: In the race for tomorrow's sectors like semiconductors, AI, and quantum computing, where does Europe positioned? Experts widely concede it is largely a two-horse race between the United States and China, with Europe entering at a significant disadvantage.

Root Causes of the Continent's Technological Lag

Several key reasons explain this innovation chasm.

  • Venture Capital: The United States has a far deeper and agile system for financing new ventures. Europe has yet to establish a true unified investment market, a factor that limits the scale of new firms.
  • Regulatory Fragmentation: Excessive and fragmented rules hamper European business. A US startup can introduce a service under one set of laws to access a market of over 330 million. The European Union, despite a larger population, is divided among 27 separate systems, creating huge internal barriers.
  • Mindset Differences: Views on entrepreneurial failure differ sharply. In some EU nations, a startup's collapse was once viewed with penalties, whereas in the US, it is often seen as a valuable lesson.
  • Defense Spending: The US benefits from a deeply integrated innovation pipeline linking defense and academia. The continent's chronic underinvestment in defense has eroded its ability in pioneering research.

A Path Forward: Grounds for Cautious Optimism

In spite of these challenges, there are reasons for hope. European leaders are increasingly aware of the severe threat and have started to advance substantial change. Notable analyses on EU competitiveness and the internal market highlight the necessity of sweeping reforms.

With the right policies and regulatory reforms, Europe's strengths might enable far greater levels of business-led breakthroughs.

The continent still possesses significant strengths: high-quality workforce, top-tier schools and universities, and world-class research institutions. Coupled with a vast domestic consumer base and substantial household savings, these elements have the potential to unleash a new wave of investment and entrepreneurship.

Importantly, even if the EU does not take the lead in creating cutting-edge tech, it can still significantly boost economic output by adopting and adapting advancements from other regions.

A Critical Juncture

The European Union now stands at a critical crossroads. To paraphrase a famous line, decline often happens "slowly, then all at once". So far, Europe's technological decline has been steady. But, if it fails to take bold steps to tackle its structural weaknesses, today's gradual weakening could turn into a rapid and permanent loss of global economic relevance.
