Nineteen of Daniil Medvedev's twenty-one titles have been achieved on hard surfaces
A comeback Medvedev secured his initial championship for 882 days with success over Frenchman Moutet in the competition championship match.
The athlete, a former number one, has had a torrid period, winning just one win at the big events and suffering a meltdown at the US Open.
Medvedev's inconsistency on the professional circuit - and struggles with his serving in particular - led to him falling of the elite rankings and finally parting ways with long-time mentor Cervara.
Now working with Thomas Johansson and Goetzke, he has consistently advanced in the last few weeks - climaxing in a closely contested three-set win over Frenchman Corentin Moutet.
It is Medvedev's maiden title since the Italian tournament and first on a hardcourt from spring of that year.
Success also indicates Medvedev has secured 21 championships at 21 different tournaments.
"It's the first time I am participating in a event with my two daughters together, so to secure a championship is particularly special," stated tennis professional the champion.
"This title is in honour of my second daughter her name, because the first title I won when my first daughter Alisa was born was for her."
The athlete, the former major winner, had lost his past six championship matches, comprising in Halle in the past months.
Medvedev's defensive approach and recurring outbursts on the tennis court had led observers to doubt if his skill to compete at the highest level was concluded.
Yet the athlete has made changes in the last few weeks, making an effort to approach the net and perform assertively, backed up by an enhanced serve.
He recovered from a disadvantage in the first set against the difficult Moutet, securing four of the final five games to go ahead.
The pair swapped service breaks in the second set before the challenger, bidding for his maiden professional victory, took control to create a decider.
He defended 4 initial break points in a close final set before the Russian broke to that score to secure the win.
Suitably, the winner clinched the win with a shot at the front of the court, with Moutet unable to handle a return after over two and a half hours.
